Each family will want to create one master account, and then 'Additional Account Users' can be invited with the 'Add Additional Account Holder' button at the bottom of the 'Edit Account Info' screen.  Accounts created independently can't be linked together.  All volunteers are required to have an account.

If username/password reset email doesn't arrive, it means you don't have an account, and must create one.
